The The Government Land Sales in Toa Payoh

On 29 April 2015 HDB released two residential sites in Toa Payoh and Dundee Road under the 1st half 2015 (1H2015) Government Land Sales (GLS) programme. The Toa Payoh site is located at Lorong 6 and Lorong 4 and has a site area of 12,154 square metres with maximum gross floor area (GFA) of 42,541 square metres. The Toa Payoh site was awarded to Evia Real Estate Pte Ltd, Maxdin Pte Ltd and Gamuda Berhad on 23 June 2015 who submitted the top bid of S$345.86 million.
Amid the slow market, the tender for Toa Payoh site had unsurprisingly attracted 14 bids from developers as the site has strong locational attributes. The site is located at the city fringe, a 20-minute drive to the CBD, and within walking distance to Braddell MRT Station. Mr. Nicholas Mak, executive director of SLP International said, "There are very few potential sites for private residential development in the Toa Payoh housing estate. "Hence, the new condominium on this site will face very little competition when it is launched for sale."
The last land tender in Toa Payoh dated as far back as 2008 and was sold to NTUC Choice Homes for S$290.2 million or S$460 psf ppr. The developer's 99-year-leasehold project, Trevista, was completed in 2011 and the 590 units were sold at an average price of S$1,352 psf.
Toa Payoh area in particular is very interesting. It is the first HDB estate in Singapore, so it is a matured estate and it has quite a dense population.  It has 6 neighborhood centres, and this gives ease to the residents of Toa Payoh for their daily living because each neighborhood centre has market, food centre, shops, etc and serves 20 - 30 blocks. The residents also enjoy the big town centre which offers complete amenities from groceries, many coffee shops, food courts and restaurants to banking service, Singapore Post Office, HDB office, MRT station, bus interchange, etc. Toa Payoh location is also within city fringe, only separated by PIE expressway, neighboring Novena area.
Since Singapore independence day or in the last 50 years there are only 3 private residentials in Toa Payoh, i.e. Oleander Towers, a 99 year lease development at Lorong 1, obtained its TOP in 1998, Trellis Tower, also at Lorong 1 which obtained its TOP in 2000, and Trevista at Lorong 3 which obtained its TOP in 2011.

The plot of land of GEM Residences site is located at Lorong 6, Lorong 4, and Lorong 5. The land is next to a temple at Lorong 6. The entrance will be from Lorong 5. The location is only around 400 metres to Braddell MRT station. There are many buses serving the 3 major roads taking passengers to bus interchange at Toa Payoh Central and other parts of Singapore. Toa Payoh residential site draws 14 bids

The 99-year leasehold site at the junction of Lorong 6 and Lorong 4 Toa Payoh, within walking distance of Braddell MRT station, can yield around 535 private residential units. 
SINGAPORE: A residential site in Toa Payoh drew 14 bids at the close of the auction on Thursday (Jun 18), indicating strong demand from developers for sites in mature housing estates.
The Housing and Development Board (HDB) said the 12,154.6 square metre, 99-year leasehold site at the junction of Lorong 6 and Lorong 4 Toa Payoh attracted a top bid of S$345.86 million from a group that includes Evia Real Estate, Greatearth and Malaysia's Gamuda Bhd.
This works out to around S$8,130 per square metre of gross floor area, or about S$755 per square foot.
The site can yield around 535 private residential units. Alternatively, developers may, with prior written approval, build a mix of flats and strata landed houses.
Mr Desmond Sim, head of CBRE Research for Singapore and Southeast Asia, said the strong demand was "unsurprising" given the site's location within a well-established mature estate with very few private residential projects. The site is also within walking distance of the Braddell MRT station.
JLL's head of research in Southeast Asia Chua Yang Liang said the gap between the winning bid and the next highest is only 1.1 per cent. That is the closest gap since the second half of 2014, when a site at Choa Chu Kang Drive was awarded to Sim Lian Land at a margin of 2.2 per cent over the next bidder, said Dr Chua. 
HDB, as the Government’s land sales agent, had launched the site for public tender on Apr 29.
A decision on the award of the tender will be made at a later date after the bids have been evaluated, HDB added.
